Confirmed, at least in part. Andreas reported 3 days ago that specific
CPANtesters reports were "currently unavailable" in
https://github.com/Perl/perl5/issues/20866. After going to
fast-matrix.cpantesters.org, I clicked through to a report for my distro
List-Compare, only to get:

Service Unavailable
The CPAN Testers service is under heavy load and is temporarily
unavailable. Please check back in an hour.
#####
I'm now going to try to submit a report, but I think the odds are
against it getting uploaded.
