CPAN::REporter : perl Makefile exited w/0: coudn't determine exit value???!

Trying gen a few modules on cygwin and get lots of weird output
where it is saying it can't determine exit value of perl makefile that is
exiting with exitvalue of 0??? reporter claims errors capturing exit value
and output?



Huh?

Color me confused/
