CHI and driver distributions converted to Moose

After an unnecessarily convoluted flurry of releases, CHI, CHI-Driver-
Memcached and CHI-Driver-DBI have been converted to Moose. As we
started to make significant use of roles, the support from Mouse just
wasn't there.

I'd be interested in hearing any problems this causes people, in terms
of installation cost, startup speed, etc. I'm not planning on
abandoning Moose, but there might be some way to work around specific
issues.
