ANNOUNCE: CHI 0.36

CHI 0.36 is now on CPAN with the following improvements:

- Automatically serialize keys that are references
- Automatically digest long keys, based on max_key_length and
key_digester
- Handle utf-8 characters in keys and values

(These were added in CHI 0.35 but 0.36 fixes a few encoding related
items.)
