Perkeep v0.12 released

It's been 5 years to the day since the last Perkeep release, so here's 0.12:

My wife Kate has started hacking on Perkeep lately and thought it was time for a release. She summarized the changelog for the past 5 years. Thanks! :)

Also thanks to Will Norris for helping me fight GitHub Actions yaml hell, for automating the release a bit.

The release notes above calls out all the changes, but personally the bit I'm most excited about is removing the GopherJS (thanks Alexandre Viau!) and the Tailscale tsnet support.

Hopefully the next release won't take 5 years!
