I am having difficulty changing the language settings to English in Windows Server 2012. Sometimes, some Windows systems may contain preinstalled language packs, enabling you to change the language of the system and environment without downloading language packs from Microsoft servers. In this case, simply switch the display language in the "Window display language" column to the language we need. In our case we have a clean copy of the system without language packs.
To translate the system text into Russian, you just need to check the "Install language pack" and "Set as my Windows display language" options. I've configued English as the default language on the server, however, I still get modules in the Server Manager in Dutch (this is how my VPS was initially setup by my hosting provider) and also I receive ASP.NET error notifications on the frontend in Dutch. This makes debugging extremely complex since error notification fixes are always best found in English when searching on Google. How can I convert my server fully to the English language, so all Windows/IIS modules and ASP.NET error notifications?
Finally set the "Override for Windows display language" to the language you want to use and optionally click the link under the dropdown to also use this language at the welcome screen and for new user accounts.

Does anyone know how to change the display language of a Chinese Windows Server 2016 to English from Chinese? I have a VPS and can't figure it out.. I added English United States but in that drop-down box for selecting the display language, it only ever has Chinese listed. I can't figure it out.
I have another VPS which also seems to be a Chinese version of Windows but has the English display language enabled, so I know it is possible. It is 2019 but the only reason I have 2016 on the other server is that I could figure it out on 2019 there so I installed 2016 instead and to my dismay had the same problem.

The locale of a platform defines the display format for information like time, date, and currency. On macOS and Linux platforms, the locale also defines the language of your user interface. On Windows platforms, the display language defines the language of your user interface.
Each platform uses different settings to specify locale and display language. MATLAB uses these platform-specific settings to determine the desktop display language and the display format for information like time, date, and currency values within the desktop. This table describes which settings to set for each platform. For supported operating systems, see System Requirements.
The Windows display language, user locale, and system locale settings must all have the same value. Otherwise, you might see garbled text or incorrectly displayed characters. For instructions on how to change these settings or install a language pack, refer to your Windows operating system documentation.
MATLAB uses the user locale setting on your macOS system to determine the display language and the display format within the MATLAB desktop. For instructions on how to change the user locale setting, refer to your macOS operating system documentation. If the locale that you want to select is not available, you might first need to install its language pack.
2. After the installation has finished, click Start and go to the Control Panel. In the Control Panel click Change display language under Clock, Language and Region if you are using the Category View. If you are using the Icon View click the Region and language option and go to the Keyboards and Languages tab. Now choose the language you want from the display language dropdown and click OK. Click Log off now when asked.
Changing the display language in Windows also automatically changes the user locale and input method to match the language and region of the display language. If you want all three settings to match, you do not need to separately change the user locale or input method.
