Settings evs timeout values

Percona XtraDB 5.5 (yes slightly old)

We have identified a few values that we would like to tweak:

evs.inactive_timeout = PT15S;
evs.suspect_timeout = PT5S;

Can anyone tell me if these need to be set *at the same* time on a cluster? Can I set one node, restart Percona, set the second node, restart Percona, etc.

Or, is this a value that I must shut down the entire Percona cluster, set this on all, then bootstrap the cluster to restart it?
