Recently we are planning to  perform an  in-place upgrade from mysql 5.1.48 to Percona Server 5.5.18.

I don't know if the following steps are  safe and reliable:

1.stop slave

2.remove libexec

3.replace bin, lib, include, share and my.cnf

3.start mysqld with --skip-grant

4. mysqld_upgrade

5.shutdown and restart

6. promote it to master

Can someone help me to review it?

If your system is setup with "typical" datadir and such, you WILL lose your data.

Are you using a RPM or prebuilt package of any sort?  Have you tested the data to make sure that you don't lose any data or get differing query results with a new version of mysql?

I highly suggest that you check out Peter's slides about "Upgrade best practices"
