A question from title:
is there a pegjs html parser ? If not, is there any anywhere?

It would be nice to have one.

If you're only interested only in valid xml documents (no html5) then this document might be helpful

The grammar notation is different but it's not so hard to adapt to PEG

Waiting others for better suggestions.
