At the end of October he first voted in the Lords in  nearly 5 years.

Lord O'Neil of Gatley is not particularly active, but it is probably worth pointing out that he has spoken in the House of Lords at least once per calendar year.

There are definitely a number of Crossbenchers who don't tend to vote that much, but do get involted in the debates or committes.
