The Peerage Act 1963 stands to enable peers to renounce. The 3rd Baron Silkin was, I think, the last peer to disclaim - back in 2002.

So it isn't just  a shout out from one's estate, but a publication or announcement of sorts ?

He or she has to sign an instrument of disclaimer under seal and deliver it to the Lord Chancellor at the office of the Clerk of the Crown in Chancery.  The instrument has to be in the form set out in Schedule 1 to the Peerage Act 1963.  The Lord Chancellor then gives a certificate to the peer that the instrument has been delivered in accordance with the Act and the instrument and the certificate are entered in a Register of Instruments of Disclaimer maintained by the Clerk to the Crown in Chancery. The Register is open to inspection by members of the public at reasonable times.
