I thought it was the 4th Baron LAYTON who had been on the Register, but I think you might be right that the 3rd Baron had remained on the register for over two years despite his death in August 2018.  It took some time for his death to come to light, only being confirmed in this group April 2019.  The 4th Baron is not on the Roll of the Peerage and I cannot find a note in the minutes of proceedings of his prayer to join the Register, so this is a somewhat belated removal of the 3rd Baron after his death.

With regard to Lord Macpherson I am puzzled as I stated in my post on 27 Jan 2021 in this thread -  Roll of the Peerage - some extra names (google.com)
that Lord Macpherson of DRumochter was on the Roll but now it appears he is not although the online Roll is still dated 19 Jan 2021.  Perhaps I was confusing him with Lord Macpherson of Earl's Court although I don't think I  did.

All the registers published at the beginning of each Parliament session contain Lord Macpherson of Drumochter.

It is probable that an oversight meant that the 2nd Baron's death in 2008 was missed, and the title remained unnoticed for several years.

3rd Baron Macpherson of Drumochter was a candidate in a 2017 by-election (replacing Lord Lyell): he gained 4 votes.  If he was not on the roll, his progression to being a running candidate should have been spotted and stopped.  Perhaps of interest is that the Parliament website no longer gives a set of results for this by-election.

Dukes have a good chance to get elected if they ever stand (Wellington in 2015 [1st time], Somerset in 2014 [after a few attempts]).  Rutland has stood, but as a (former) UKIP member, has a reduced chance. Marlborough has stood twice shortly after succeeding, but never got a single vote.  Hamilton & Brandon has got a handful of votes standing for the crossbenches.

The only Marquess to stand and get a reasonable result is Abergavenny - he's been runner-up (albeit by a long way) in Conservative by-elections.  I don't think any others have stood though 3 others are on the register (Ailsa, Bristol, Downshire).

As you can see in my 4th post to this thread, there are many more Barons, Viscounts and Earls than Marquesses and Dukes on the register, so unsurprising that they are the majority of the candidates.
