Prsumably he is from the baronial family. Known members bore the names "Lionel" and "Egmont", and some are known to have gone to Australia.

They descend from John James LARPENT, 1819 De HOCHEPIED-LARPENT, of Holmwood House, suc his uncle 1828 as 7th Baron de Hochepied (13 May 1783-8 Jun 1860); m.26 Aug 1826 Georgiana Reeves (13 Dec 1801-30 Dec 1886)

I think I can confirm that Lionel Egmont be Hochepied-Larpent was of the baronial family. From https://vwma.org.au/explore/people/635781, he was a brother of L/Cpl Sydney Herbert DE HOCHEPIED-LARPENT (16 XII 1914 - 22 I 1942), and they were sons of Lionel Herbert DE HOCHEPIED-LARPENT and his wife (married 29 I 1914), Catherine Jane COX.

Per Burke's Family Index, the Baron de Hochepied last appeared in the Foreign Titles section of Burke's Peerage in the 1939 edition. That edition is not available free to view online, but the entry in the 1894 edition can be viewed at https://www.ukga.org/browse.php?action=ViewRec&DB=33&bookID=227&pagecount=1698&submit=Previous. It will be seen there that Egmont de Hochepied-Larpent was the fifth son of the 7th Baron de Hochepied.
