From the Telegraph of 12 October 2019: Mr C.D. Bowes-Lyon and Dr E.L. Harland - The engagement is announced between Charles, son of Mr and Mrs David Bowes-Lyon, of Heriot, Midlothian, and Eleanor, daughter of Mr and Mrs David Harland, of Dundrum, Dublin.

Charles David (b 1989) s of Capt David James BOWES-LYON (b 1947), gt gt gs of 13th Earl of STRATHMORE & KINGHORNE, and (Elizabeth) Harriet COLVILLE LVO (b 1952), The QUEEN'S goddaughter and Lady-in-Waiting to (her 5th cousin once removed) The Princess ROYAL.

Eleanor Lucy (b 1990 reg Q2 London) d of David A HARLAND by his 1984 m (reg Q3 Suffolk) to Frances E MAXWELL (b c1960 reg Q1 Sussex).

Through their mutual descent from the 13th Earl of STRATHMORE & KINGHORNE, the prospective groom is The QUEEN’S 2nd cousin twice removed.

As Richard R wrote Mrs David Bowes-Lyon is Lady-in-Waiting to princess Anne.

Several I think. Charles' older brother is James Bowes-Lyon (born 1979) who was Page of Honour to HM The Queen from 1991-95.  Obviously the Groom's mother is covered in the notice. The Groom's paternal grandfather was a KCVO, presumably indicating some service or connection also.

You're quite right, Henry- Maj.-Gen. Sir James Bowes-Lyon was a Gentleman Usher to the Royal Household in the 70s.

Mrs David Bowes-Lyon's father, Jock Colville, known for his diaries, was private secretary to the then Princess Elizabeth in the late 40s, and his wife was a Lady-in-Waiting both to the Queen and Queen Mother.
