The 4th Baron Roborough's ex-wife Jeannie is now in a relationship with the Duke of Norfolk, who has been living apart from his wife the former Georgina Gore (with a brief period of reconciliation)>

From the House of Lords Minutes of Proceedings 21 March 2022:

Barony of Roborough in the Peerage of the United Kingdom  The Lord Chancellor reported that Massey John Henry Lopes had established his claim to the Barony of Roborough in the Peerage of the United Kingdom. The Clerk of the Parliaments was accordingly directed to enter Lord Roborough on the register of hereditary peers maintained under Standing Order 9(4).

The wording of the Minute (above) is rather odd as it suggests that Lord Roborough had not proved his claim to the peerage but in fact he is on the Roll of the Peerage already and would have proved his claim then.  I would have thought that his application would have simply been to go on to the Register of hereditary peers maintained under Standing Order 9 (4).  Maybe the Roll of the Peerage was wrong

I think a more likely explanation is that Lord Roborough has belatedly decided that he wishes to be on the list of hereditary peers able to stand in a by-election. The guidance notes on proving succession state "In cases where the claimant seeks to have the right to stand in by-elections to fill a vacant seat in the House of Lords ... the claimant is also required to lodge a petition, which is a formal document setting out the claimant’s alleged descent entitling the claimant to the title being claimed. That requires reference to the Lord Chancellor who reports back to the House of Lords." The House of Lords authorities would have no knowledge of any earlier application simply to be added to the Roll.

This seemed to be a similar situation to Baron Baillieu who was already on the Peerage Roll but later decided to go on to the Register.  In his case the minute (20.01.2022) simply stated:

Barony of Baillieu in the Peerage of the United Kingdom  The Clerk of the Parliaments was directed to enter Lord Baillieu on the register of hereditary peers maintained under Standing Order 9(4)

I think the two cases are different because, unlike Lord Roborough, Lord Baillieu had received a writ of summons and sat in the House of Lords before being excluded in 1999: see https://hansard.parliament.uk/lords/1976-01-14/debates/6672bd90-a33d-45c9-8716-c618bb1cf575/HouseOfLords
