__, The Earl of Lisburne, DL, who died 2 September, 2014, aged 96, was the 8th Earl in the Peerage of Ireland (cr 1776).

John David Malet Vaughan was born 1 September, 1918, son of the 7th Earl (1892-1965), by his first wife the former Maria Isbael Regina Aspasia de Bittencourt (who died 1944), and was known by the courtesy title of Viscount Vaughan from birth until his father's death, 30 June, 1965.

Lord Lisburne married 4 Dec, 1943, Shelagh, 1st daughter of Timothy Alfred Macauley, of Montreal, by whom he had issue, three sons, David, Michael and John. The peerages now devolve upon his Lordship's eldest son, David John Francis Malet Vaughan, styled Viscount Vaughan, who was born 15 June, 1945.

Requiem Mass at St Peter's, Ludlow, 18 Sept, followed by funeral at St Afan's, Llanafan-y-Trawsgoed, Aberystwyth, 19 Sept.

Was the Earl the last living Irish peer born before Irish Partition?

No there is an other Irish Peer who  was born in 1912 a collateral of the marquisate of Headfort, Lord Langford.

Is the new earl's son (Hon. Digby Dylan) the heir apparent or is the heir presumptive, the earl's brother, Hon. Michael (b. 1948)?

Debrett's has the son's birthdate in January of the year his parents were married.

Burke's shows a bullet (•) rather than a (+) next to Digby Dylan Vaughan's name, indicating he's not eligible to succeed. I suspect you've identified the reason...

The Wales online obit seems more interesting as it gives more details of the estate (12,000 acres)
