Lately the Prime Minister’s Business Envoy. For political and public service.

This may be William David Lloyd Medlicott Vereker b 1966 scion of the Viscounts GORT being son of David William Leslie Edwards Vereker b 1930, descended from the 3rd son of the 3rd Viscount, and (m 1965) Jane Elizabeth dau of Alan Campbell GAIRDNER.

I haven't found anything definite but one or two articles in the financial press give his age which would have been correct at the date at the time of publication

I think Lord Carter of Haslemere was born Sept 1958.  Companies House has a Harold Mark Carter, director of Surbiton Court (no 3) Residents Association Ltd with occupation as "Government Lawyer" - he was General Counsel, 10 Downing St.  His correspondence address is in Guildford and he received his CB for  services to the community in Guildford and to Government Legal Services

If you dig a little deeper, by looking at (say) the Association's filing return from August 2015, there is an exact birthdate of 21 September 1958. Who's Who 2021 confirms that date: "b Haslemere, 21 Sept. 1958; s of Denis Mark and Ursula Mary Carter".

The House of Lords order paper for 4 December 2023 shows that Lord Carter of Haslemere will be introduced on that day.  He was created a life peer on 30 October 2019 so that must be a record period between creation and introduction?

The recent Guardian article on the 11 peers who had not taken the Oath has this to say:

Lord Carter, who has been a government lawyer for more than three decades, was given a peerage in Theresa May’s resignation honours in 2019. But Carter has never taken the oath and has not participated in the Lords in the near four years since he was made a peer.

A source close to Carter said he would be formally introduced in December following his retirement from the civil service. They said he had “conscientiously sought to avoid any conflict of interest whilst working as a crown servant”.


I expect he will be made at least KCB in the New Year Honours

Not a record period between creation and introduction. Viscount Head (created 2 August 1960) was introduced on 20 April 1966. In between, he served as High Commissioner to Nigeria (1960 to 1963) and Malaysia (1963 to 1966).
There are also cases of peers who were never introduced, such as the Duke of Windsor (created 1937, died 1972).
