Fraser - The engagement is announced between James, second son of Mr and Mrs Pip Astley Birtwistle, of South Elmham, Suffolk, and Iona, second daughter of Mr Charles Fraser, of London, and the Hon Mrs Lucy Beauchamp, of Fittleworth, West Sussex.
