I have seen her name mentioned here and there, but I don't know who
she is.

I was on very friendly terms with dear old Mrs. Hwfa Williams.
"Madame," as we all called her, was almost completely deaf; but in
spite of this and of her age, she was full of joie de vivre and was as
popular as many younger and prettier women. King Edward VII took her
with him wherever he went; she amused him so much that he could not do
without her. Her country house, Coomb Spring, was named after a
fountain to which Mrs. Williams attributed rejuvenating powers; she
used to bottle the water from the so-called Fountain of Youth and sell
it to her friends for fabulous sums. Week-ends at her house were
always extremely gay. Her friends were all free-and-easy, and
sometimes a trifle questionable. They would turn up unexpectedly, and
were always sure of a warm welcome at any time of the day or night, or
might even find her ready to set off with them for an evening jaunt to
London.
Her husband, manager of the Sandown race course, was a close friend of
Edward VII. His wife was once the best-dressed woman at the court.
IIRC she was associated with several American heiress-brides.
She and her husband had a daughter Gwenfra Williams, living in 1913 in
America.
Hwyfa (pr Hoofa) was a son of Thomas Peers Williams, MP for Great
Marlow 1820-1868 and Father of the House of Commons Dec 1867-1868. Of
his sisters, three married peers (one married Lord Aylesford, brother
of an ancestor of the late 11th Earl, and had a disastrous liaision
with the Marquess of Blandford from 1877 or thereabouts) one married a
baronet (their descendants include Loel Guinness, thus Stavros
Niarchos) and one married the younger son of a Scottish earl.
His mother was Emily Bacon, apparently sister of General Anthony
Bacon, son of the eldest illegitimate son of the ironmaster (who was
possibly related to the Baron baronets). Bacon was married to Lady
Charlotte Harley, daughter of the 5th Earl of Oxford (or at least
daughter of his wife Jane). They had two surviving children at his
death 1864, including Harley Bacon.
Was Gladys Luz Bacon, Viscountess Duppelin (mother of the 14th Earl
and grandmother of the 15th Earl) a descendant? Her father was Anthony
Harley Bacon.
