In the engagement notice is Marquis de Stacpoole being used as a courtesy title in the British manner?

Well as the heir to a dukedom, the use of the highest subsidiary title seems logical. The current duke of Magenta, was styled the Marquis of MacMahon when he was heir to the dukedom.

Execpt in the above the courtesy title is the same as the main title. Not something that happens in the UK>
