"Born on July 27 1939 into a north-eastern branch of the distinguished banking family – a portrait of “Cousin Stephen” of Morgan Grenfell, the Governor of the Bank of England who shepherded it through nationalisation in 1946, hung on his walls in Oxford – Robert Jeremy Adam Inch Catto was educated at Newcastle Royal Grammar before going up to Balliol College to read Modern History."

From the above paragraph in the obit it would seem he was a scion of the CATTO Barons (UK 1936, Bt 1921) possibly (given his last forename) a son of either Archibald Inch Catto (1905 - ?) or John Inch Catto (1908 - ?)
sons of John Catto (1867 - 1942) older brother of the 1st Baron

"Cousin Stephen" must have been Stephen Gordon Catto, 2nd Baron but it was his father, the 1st Baron, who was the Governor of the Bank of England (1944-49)
