_. The engagement has been announced 11 August, 2015, between George Charles Bingham, the would-be 8th Earl of Lucan (born 21 September, 1967), (Peerage of Ireland cr 1795/ Baron Bingham, Peerage of the UK, cr 1934), son Richard John Bingham, 7th Earl of Lucan (b 18 Dec, 1934, missing since 7 Nov 1974), by his wife the former Veronica Mary Duncan, & Anne-Sofie Foghsaard, only daughter of Lars & Suzanne-Charlotte Foghsaard, of Spott House, Dunbar.

following the disappearance of his father (who if still living is wanted for questioning by the police in connection with the murder of his children's nanny, Sandra Rivett), Mr Justice Morritt, sitting in the Chancery Division of the High Court on 11 Dec 1992, gave the Trustees of the then Lord Bingham liberty to administer the 7th Earl of Lucan's estate under the presumption that he was dead; leave was also granted to have the 7th Earl of Lucan's death sworn in the Family Division of the High Court; following the custom of succession in undisputed Irish peerages, Lord Bingham assumed his father's title as 8th Earl of Lucan and on 8 Dec 1998 he applied to the Lord Chancellor for a writ of summons to the House of Lords as Baron Bingham (a United Kingdom peerage created in 1934 for his great-grandfather) but was refused; it remains open to him to apply to the Registrar of Peerages for inclusion on the Peerage Roll as Earl of Lucan.

I see the Times announcement (which I've inserted in full below) refers to the 7th earl as "the late...", ie dead.

From the Times of 11 August 2015: G BINGHAM AND A-S FOGHSAARD  The engagement is announced between George, son of the late Richard John Bingham, 7th Earl of Lucan and Veronica, The Countess of Lucan, of Belgravia, London, and Anne-Sofie, only daughter of of Lars and Suzanne-Charlotte Foghsaard of Spott House, Dunbar.

The Times spelt the surname Foghsaard in the heading and then Foghsgaard in the body ----

I see that the would~be Countess of Lucan was born in Dec 1977 and is therefor 37 years old.

It's funny- there seem to be several Google results for the daughter with the surname of 'Foghsaard' (but no results in Google books for the surname AT ALL, which means, basically, it more-or-less doesn't exist!), but when you search for 'Lars Foghsaard' you only get results which are corrected to 'Foghsgaard'. Therefore either the daughter has changed her surname for 'simplicity' (?), or there are several sources which spell her name incorrectly, e.g. The Field, detailing her shooting prowess (they then proceed to spell it with the extra 'g'). Strange!

The Daily Telegraph engagement announcement :  Lord Bingham and Miss A-S Foghsgaard

I think he was only Mr Bingham in the Times.

We shouldn't give up hope yet! As regular readers may remember, Lord Bingham announced his engagement in August: https://groups.google.com/forum/#!searchin/peerage-news/bingham$20lucan%7Csort:date/peerage-news/R_7xYwu1Vww/GDKUseeNBgAJ
Assuming the information in Debrett's is up to date, the line of succession to the title after Lord Bingham is:

1. Hon Hugh BINGHAM (b 1939), brother of the 7th earl. Unm.

(Descendants of the 5th Earl:)
2. Nicholas Charles BINGHAM (b 1943), m with issue
3. Charles Nigel BINGHAM (b 1979), m 2011, no issue (son of No. 2)
4. Peter John BINGHAM (b 1945), brother of No. 2, m with issue
5. Philip Charles BINGHAM (b 1974), m 2001, no issue (son of No. 4)
6. Richard Patrick BINGHAM (b 1978), m 2011, no issue (son of No.4)
7. David Julian BINGHAM (b 1951), unm, (brother of Nos 2 & 4)

Nos 3 & 6 have only recently married (2011) and may well produce further heirs for the title.

Even supposing Lord Bingham dies without producing heirs, we may well expect one of his younger cousins to survive him and succeed as earl, in which case the title won't become extinct until the death of the final male heir to the title. (Note: it will only become DORMANT if there is a strong belief that there are untraced heirs to the title. There's no suggestion that is the case with regard to this earldom.)
