He was cr a Life Peer in 1991.  He was a founding member of the SDP and whilst that party merged with the Liberals in 1988 (to form the Liberal Democrats), he stayed in the Continuing SDP with David Owen, but that party was wound up in 1990.  It was rumoured David Owen put his name forward to John Major for a peerage.  He sat on the Conservative benches 1992 to 2001, and then the Crossbenches from 2001 until his death.
