"Celia is therefore a niece by marriage of the PRINCE OF WALES" since he and Diana were divorced, shouldn't that be "was"?

Possibly, technically, but my experience in many families after separation is that the divorced partners continue to regard their extended family members by marriage as their relations.

The Duke and Duchess of Sussex stole the show as they attended a family wedding yesterday.

All eyes were on the newlyweds as they watched Princess Diana's niece, Celia McCorquodale, tie the knot with George Woodhouse at St Andrew and St Mary's Church in Stoke Rochford, Lincolnshire.
