The infant's mother would appear to be Cecily Chappel, the CEO of Chelsea Vintners. See
https://chelseavintners.com/team/cecily-chappel/, where she says that she gave birth to twin boys at the start of the Covid 19 pandemic. From company records, her full name is Cecily Victoria Clarissa Chappel, and she was born in August 1982. Her father, Mark Lincoln CHAMBERS (born 12 I 1954), was Master of the Worshipful Company of Pewterers in 2015/16.
I cannot say so definitively, but from their son Leopold's second christian name, I would say that it seems likely that the William Chappel who is the husband and father in this case is not William David George Chappel, but William Peter Arthur Hedley CHAPPEL (born August 1981).
William Peter Arthur Hedley Chappel is the elder son of Peter F CHAPPEL (born 1952) and his wife (married c.1979, as her first husband), Amanda Jane E PLOWDEN-WARDLAW (born 1954), who is herself the only child of Roger Peter PLOWDEN-WARDLAW (1915 - c.2011/12) and his wife (married 1944), Diana Lorette DEVERELL (1916 - 12 IV 2016).
Roger Plowden-Wardlaw was the son of the Rev Hugh Chichele PLOWDEN-WARDLAW (30 VIII 1880 - 16 VI 1964) and his second wife (married 1914), Julia FOSDIKE (c.1876/7 - 7 II 1964). The Rev Hugh Plowden-Wardlaw was the younger son of James Campbell WARDLAW (8 XII 1835 - 23 II 1914), of that family, of Gogarmount and Dalchosnie (which, per Burke's Family Index, last appeared in Burke's Landed Gentry (LG) in the 1952 edition), and his second wife (married 28 I 1873), Augusta Ellen Chichele PLOWDEN (20 VII 1839 - 15 II 1913), of that LG family.
Diana Deverell was the younger daughter of Capt Francis DEVERELL, MC (1881 - 7 III 1941) and his wife (married 1912), Hilda Elizabeth STRUTT (28 X 1886 - 16 XI 1982), the only child of the Hon Hedley Vicars STRUTT (17 VII 1864 - 22 I 1891), the youngest son of the 2nd Baron Rayleigh.
