St John-Mildmay baronets & numbering during dormancy

The St John Mildmay baronetcy became dormant in 1955 on the death of the 10th Baronet. It returned to the Official Roll in 1998 when the 11th Baronet, Sir Walter John Hugh (born 1935) proved his claim, but in fact there were two men between them who would have been de jure baronets.  I am surprised that Sir Walter is not in fact listed as the 13th Baronet, but even on the Baronetage website on the Official Roll, he is the 11th Baronet.  This seems to be at odds with recent practice where Sir William INGLIS (claim proven 2019) is listed as the 13th Baronet, despite the previous known incumbent being the 5th Baronet dying in 1917, and Sir Rickard VON FRIESENDORFF (claim proven 2018) is listed as the 11th Baronet despite the only other known incumbent being the 1st Baronet at the time of its creation in 1661.

2003 Debrett's gives the following about the "missing" Baronets:
The 10th Baronet, Rev Sir (Aubrey) Neville St John-Mildmay, d in 1955. His only surviving son, Verus Arundell St John-Mildmay, dsp in 1965, without having claimed the baronetcy. The baronetcy was revived in 1998, having been dormant since 1955, in favour of Sir Walter John Hugh St John-Mildmay, 11th Bt, son of the presumed heir to the baronetcy, Michael Paulet St John-Mildmay, who d 1993, without his name having been entered in the Official Roll of the Baronetage.

1990 Debrett's seems confident in confirming Michael as the presumed heir (though without capitalisation that Debrett's uses for ha/hp).

I know that it would have been seen as less common in 1955 for an heir not to come forward and claim the baronetcy than today. but Verus was resident in Canada according to Burke's 105th Edition, 4th Impression (1980) which may go some way to explaining that.  Seems odd that Verus has been discounted - as the surviving son of the previous Baronet it was pretty obvious that he would have been next.
