The online Roll of the Peerage available through the College of Arms website has unfortunately not been updated since 31 Dec 2016.  From the House of Lords Journal one can ascertain that at least two names have been added to the Roll from the petitions presented by peers to the House of Lords since 1 Jan 2017 to go on the Roll kept by the Clerk of the Parliaments of peers wishing to stand in hereditary peers by elections.

They are:-

The Earl of Leven and Melville (peerage of Scotland) petition 20 Feb 2017 and registered on 13 March

Lord Merthyr (peerage of the United Kingdom) petition 21 March 2017 and registered on 3 April

In addition the Earl of Snowdon presented his petition on 24 April 2017 just before Parliament was prorogued before dissolution so the confirmation of his petition may not have been granted until the beginning of the new Parliament in May 2017.  I think we know he has gone onto the Clerk of the Parliaments Roll (and consequently must be on the Roll of the Peerage) because he stood in a recent hereditary peers by-election before withdrawing his candidature.

I have checked the new edition of the Roll of the Peerage and there is a list below of those hereditary peers who were NOT on the Roll as at the date of the last revision - 24 July 2018.  There are some observations at the end.

Of course one has to remember is that many of the peers were added to the Roll automatically because they were in receipt of a Writ of Summons when the majority of the hereditaries were ejected from the Lords in 1999.  It would be an interesting exercise to work out the percentage of those peers who succeeded after 1999 who have petitioned to go on the Roll

Observations


I refer to Malcolm Davies's post on 1 November 2017 - https://groups.google.com/forum/#!msg/peerage-news/e1dZ9neU8OQ/MqhOrDtyAQAJ.  It can be seen that the following earls from his list are now on the Roll - Belmore E; Carnarvon E; Dundonald E; Dunmore E; Dysart E; Limerick E; Warwick E (as Brooke E) and Wilton E (though as Ebury B)

Baron Glanusk still on Roll though peerage became extinct in 2017 and Earl of Lovelace though peerage became extinct on 5 February 2018

Viscount Hailsham is on the Roll not only in respect of his hereditary viscountcy and his life peerage but also in respect of his hereditary barony.  The Earl of KInnoull, the Earl of Leven and Melville and Earl Mountbatten of Burma are entered on the Roll in respect of all their subsidiary peerages

Lord Judge (LP 2008) has been omitted

The Earl of Home sits and is on the Roll as Lord Douglas. The Earl of Stair is on the Roll as Lord Oxenfoord

Lord Lucas of Crudwell is on the Roll as Lord Lucas

Lady Saltoun appears as Lady Saltoun of Abernethy

Lord Terrington is on the Roll with just the forename Christopher – I have assumed this is the present peer and not his father

The Earl of Wilton is on the Roll as Lord Ebury but without acknowledgment of the higher title

Some peers’ forenames are omitted on the Roll or are given in a different (or alternative) order – e.g. the Earl of Westmorland’s forenames on the Roll are Henry David Anthony Francis but in the peerage books they are Anthony David Francis Henry

In the last few days the Roll of the Peerage has been updated again to 8 July 2019

The following extinct peerages are still on the Roll (in addition to those mentioned above) - Alanbrooke V (ext 10 June 2018) and Wardington B (ext 19 Mar 2019)

Apologies - in my post 17 August 2019 above for some unaccountable reason I said that the Barony of Glanusk was extinct when of course this is not the case.  I should add  that Baron Melchett is still on the Roll though the peerage became extinct on 29 August 2018

Most of the baronets who are also peers and who are not on the Roll of the Baronetage are also not on the Roll of the Peerage.  Peers who are on the Peerage Roll but not on the Baronetage Roll are Baron Carbery (Evans-Freke I 1768); Viscount Hardinge (Hardinge UK 1801); Baron Kilmaine (Browne NS 1636); and Baron Rotherwick (Cayzer UK 1904/1924)

There is one peer on the Baronetage Roll but not on the Peerage Roll - the Earl of Rosse (Parsons I 1677)

I actually did this back in 2010! The poster “marquess” pointed out (correctly) how boring of a list it was. Obviously needs updating, but as of then, a little over half of peers succeeding after November 1999 were on the Roll.

Accounting for any mistakes I may have made in counting or research, in 2010: of the post-1999 peers, 107 were on the Roll, 104 were not. Of course the Roll was newer at the time.

There is a new edition of the Roll of the Peerage available on the College of Arms website dated 22 November 2019

There is little change in the entries for the hereditary peers.  With regard to deaths since the last edition dated July 2019, the Duke of Roxburghe and Lord Kenyon are removed from the Roll, the new Lord Northbourne is on the Roll but the others - Viscount Southwell, Viscount Davidson and Lord Balfour of Burleigh are still on the Roll though deceased.  The late Lord Westwood was not on the Roll anyway

Lord Judge (LP) is now on the Roll - his name had previously been omitted

I should correct two errors in my listing in my post 17 Aug - the Earl of Donoughmore (as Viscount Hutchinson) and the Earl of Drogheda (as Lord Moore) were (and are) both on the Roll and should not have listed as not being on it.

There is an updated Register of Hereditary Peers who wish to stand in Hereditary peer by-elections on the Parliament website: https://www.parliament.uk/business/publications/house-of-lords-publications/records-of-activities-and-membership/register-of-all-hereditary-peers/ . It is dated 19 December 2019.

In the past this has served as a way of noticing new peers who have proved their succession since the last update to the online Roll, however, this only is a month newer than the online Roll so I expect little update.

 There are two peers on the House of Lords Register who are not on the Official Roll of the Peerage - Lord Ellenborough and Lord Macpherson of Drumochter.  They are not new entries as they appeared on the 14 October HoL register at the beginning of the last (v short) session of the previous Parliament.  They also appeared on the HoL register at the beginning of the 2017/19 session.  I think Lord Macpherson has stood in by elections.  I believe therefore the online Official Roll is incorrect - assuming of course that peers have to be on the Official Roll before they can go on the HoL Register - as I believe is the case

The Earl of Normanton also appears on the HoL register (as Lord Somerton) - he appeared on the October register as well.  It is his father (who died earlier this year) however who still appears on the Official Roll which is somewhat confusing - again I can only assume the online Official Roll is incorrect

I believe that the Clerk of the Parliaments no longer keeps and maintains the Peerage Roll. A Royal Warrant was gazetted on Friday 11 July 2004, stating that "[The Roll of the Peerage] is to be prepared and kept by Our Secretary of State", which at the time referred to the SoS for Constitutional Affairs. Since 2007 (when the Department was closed) the duties have been taken over by the SoS for Justice. The same Warrant also states that the Justice Secretary "shall appoint one of his officials to an office called the Registrar of the Peerage". To my knowledge, this has been someone in the Crown Office under the Clerk of the Crown in Chancery, which is located at the House of Lords but is formally part of the Ministry of Justice.

Baron Birkett is now on the Peerage Roll - he succeeded in 2015, and his name has appeared on the register of hereditary peers who wish to stand in by-elections between the opening of the current session of the Parliament and the running list updated in February 2020.

A new edition of the Roll of the Peerage has been published online dated 30 April 2020

I have noted on posts relating to individual peers’ deaths where their successor is now on the Roll

The extinct peerages where I had previously noted they were still on the Roll have now been removed.  They are Alanbrooke V 2018; Lovelace E 2018; Melchett B 2018; Wardington B 2109

Lord Ellenborough and the Earl of Normanton are now on the Roll as well as the House of Lords list of hereditary peers who wish to stand in a by election                         

Lord Alvingham still appears on Roll notwithstanding his death in 2019

It seems the Earl of Carrick may now be on the Roll in respect of his UK barony but under “Carrick” one is directed to “Butler of Mount Juliet” but there is no entry under this peerage either - must be a mistake

The deaths of the late Earl of Mansfield, Earl of Plymouth, Earl of Plymouth, Earl of Strafford,  Viscount Hambledon, Viscount Long, Viscount Norwich, Lord Digby, Lord Langford, Lord Luke, Lord Rochester, Lord Talbot of Malahide and Lord Harding of Petherton are now acknowledged by removing their names from the Roll

A new edition of the Roll  of the Peerage has been published online dated 19 January 2021

Viscount Mersey is now entered on the Roll - also as Lord Nairne in the Peerage of Scotland and Baron Mersey in the Peerage of the UK.  The Roll doesn't however list his full name which must be an error

The new Lord Alvingham appears on the Roll - see separate post

The reference to the earldom of Carrick has now been deleted from the Roll - I think its appearance on the previous edition was an error (see my post above)

With reference to my post above on 24 Dec 2019, Lord Macpherson of Drumochter now appears on the Roll
