Corroborated in GRO indices that YoB is 1933.
He was son of Rt Hon Sir Eric Clare Edmund PHIPPS GCB GCMG GCVO (1875 - 1945), scion of the MULGRAVE earls (see NORMANBY marquesses in Debrett's online and print editions) and Frances Georgina WARD (died 1988).
He m twice (both ending in divorce) and had issue - a son and two daus by the first marriage.
