The Daily Mail 12 September, 2006, reports that Lord Nicholas Windsor,
cousin of the Queen, is set to marry one Paola Frankopan.

The article in the Daily Mail seem to be for subscribers only, but part
of the story is visible at The Daily Mail search site, and says:

"1 Royal to marry in Vatican

12/09/2006 08:28:44

She or the first time in more than 400 years, a member of the Royal
Family is to marry in the Vatican, I can reveal. In a highly
significant move, the Queen has granted permission for her cousin Lord
Nicholas Windsor to wed in Rome. .....read"

Apperantly, there was a meeting in the Privy Council on Sep 5, but I
can not find the orders online (yet). See

>From the Daily Telegraph Apr 30, 1997:-

THE FIANCÉ PRINCE FORMERLY KNOWN AS PETER

A DOUBLE blessing has fallen on the family of Sir Timothy Sainsbury,
retiring MP for Hove. Not only has his daughter Jessica become engaged
to a young Cambridge graduate, but that young man is a living
historical phenomenon.
Throughout his days at Eton, Jessica's fiance went by the name Peter de
Lupis. Then, suddenly, while he was at university, his family emerged
as descendants of the noble House of Frankopan, previously believed
extinct in the 19th century.
Count Peter, as he became, then rapidly discovered he was Prince Peter
Frankopan of Croatia, a member of that war-torn republic's old royal
family. This is the style used on the couple's wedding invitations.
"I don't know much about the family other than that they are closely
intertwined with the history of Croatia," Sir Timothy tells me amiably.
"I will just continue to enjoy playing tennis with my future
son-in-law."
Croatian historians are less calm. "This is remarkable news," says one.
"No one realised the Counts Frankopan had ever been made princes, or
that they remained alive. And we had thought that the last Croatian
noble to reign over the country was murdered in 1542."

Today's Times adds a new dimension to the Windsor/Frankopan story. It
seems that Miss Frankopan's name is actually di Delupis, that they are
not related to the Frankopan family at all and that they have been
denied membership of the Croatian Nobility . 'Princess' Paola's brother
said, 'The title is not any claim on anything. It is just a
reflectionof the age of the family'
