David Mowbray Algernon Howard was born on April 29 1939, the son of John Howard, younger son of the 5th Earl of Effingham and his first wife Suzanne, née Macassey.
David was educated at Fettes college. Although his ancestor was Lord High Admiral under Elizabeth I and commanded the English fleet which defeated the Spanish Armada in 1588, Howard joined the Navy as a national serviceman in 1958.
Howard had married Anna Sayer in 1964, but in this period the marriage broke down and they were divorced in 1975. Further sea and occasional staff appointments followed, until Howard began his sub-career in intelligence.
He retired from the Navy in 1992, when he married Elizabeth ‘Liz’ Eccleston...
Three years after joining the Royal British Legion, in 1996 he succeeded his uncle Mowbray Howard, 6th Earl of Effingham, as 7th Earl of Effingham and 17th Baron Howard of Effingham, taking his seat in the House of Lords as a crossbencher...
In 1999 he missed being re-elected into the Lords by just four votes. Meanwhile he developed his charitable interests as president of the local branch of the King George V Fund for Sailors, the Essex sea cadets, and was much involved with Rubka ( the Royal United Kingdom Beneficent Association). He was also appointed a deputy lieutenant for the county of Essex....
He is survived by his wife Liz, by two stepsons, and by his son from his first marriage, Edward (born 1971), who succeeds to the titles.
