From the Times of 22 March 2022: EFFINGHAM Commander the 7th Earl of, dear David died on 26th February 2022 after a long illness borne with dignity. Private family funeral.

He was s of Hon John Algernon Frederick Charles HOWARD 1907-70 (s of 5th Earl of EFFINGHAM 1873-1946) and his 1st w (her 1st h) Suzanne Patricia MACASSEY 1918-87. He m 1st 1964 (div 1975) Anne Mary 1938-2016 d of Harrison SAYER 1912-80 by his 1937 m reg Q3 Essex to Hilda Mary REYNOLDS 1913-89, and had a son. He m 2nd 1992 Elizabeth Jane d of Dennis ECCLESTON of Essex. His only son succeeds him:

EDWARD MOWBRAY NICHOLAS 8th Earl of EFFINGHAM (has yet to establish his claim and appear on The Peerage Roll) b 11 May 1971. He m 2002 Tatiana P. TAFUR d of late Edgardo Coronado Reyes, and of Elisa Tafur de Cottle, of Lima, Peru, and had a son and a dau:

How time seems to fly, it feels like only yesterday that I was reading obituary of the 6th Earl in the Times, which was next to that of Lord Revelstoke

Commander David Howard, 7th Earl of Effingham, who has died aged 82, was a successful Signal Officer in the Royal Navy, an intelligence officer, and later president of the Royal British Legion....

David Mowbray Algernon Howard was born on April 29 1939, the son of John Howard, younger son of the 5th Earl of Effingham and his first wife Suzanne, née Macassey.

David was educated at Fettes college. Although his ancestor was Lord High Admiral under Elizabeth I and commanded the English fleet which defeated the Spanish Armada in 1588, Howard joined the Navy as a national serviceman in 1958.

Howard had married Anna Sayer in 1964, but in this period the marriage broke down and they were divorced in 1975. Further sea and occasional staff appointments followed, until Howard began his sub-career in intelligence.

He retired from the Navy in 1992, when he married Elizabeth ‘Liz’ Eccleston...

Three years after joining the Royal British Legion, in 1996 he succeeded his uncle Mowbray Howard, 6th Earl of Effingham, as 7th Earl of Effingham and 17th Baron Howard of Effingham, taking his seat in the House of Lords as a crossbencher...

In 1999 he missed being re-elected into the Lords by just four votes. Meanwhile he developed his charitable interests as president of the local branch of the King George V Fund for Sailors, the Essex sea cadets, and was much involved with Rubka ( the Royal United Kingdom Beneficent Association). He was also appointed a deputy lieutenant for the county of Essex....

He is survived by his wife Liz, by two stepsons, and by his son from his first marriage, Edward (born 1971), who succeeds to the titles.

In the late 16th century one of David Howard’s ancestors was lord high admiral and served as commander-in-chief of the English fleet that defeated the Spanish Armada in 1588. Howard, however, got his first taste of the Royal Navy through National Service in 1958.

Earldom of Effingham in the Peerage of the United Kingdom The Lord Chancellor reported that Edward Mowbray Nicholas Howard had established his claim to the Earldom of Effingham in the Peerage of the United Kingdom. The Clerk of the Parliaments was accordingly directed to enter the Earl of Effingham on the register of hereditary peers maintained under Standing Order 9(4)

He is also entered on the Roll of the Peerage as Baron Howard of Effingham in the Peerage of England
