PeepOpen doesn't install for TextMate

Hi, the installer says that the PeepOpen plugin for TextMate installed successfully but Command-T doesn't invoke PeepOpen.  Is there a fix for this issue?

You have to have a document open in order for Command-T to work. Did you have a file open?

Yes, I have an entire project open is indicated in the README.txt:

Usage
-----

* Open a project in your text editor. 
* Hit the hotkey to activate PeepOpen (Command-T in most, <Leader>p in MacVim)
* Type the name of a file to navigate to, or use the arrow keys.
* Hit Enter to jump to a file, or ESC to return to your editor.

Now, if this requires me to open a document within the project, then it's definitely 
something that needs to be updated to work similar to the default Command-T.

Because of a limitation in TextMate, you need to have at least one
file open (i.e. viewing the text or code of a file in TextMate's
editor window). Once that is done, you'll see the PeepOpen window
whenever you hit Command-T.

I'm researching options for making it work even without a file
activated, but don't have anything ready to release yet.

Is there a way to open a document up in a new tab with PeepOpen?  Specifically in MacVim.
