Παρατηρησεις :

 1ο η ΕΛΚΑ δουλεύει πολυ όπως θα δείτε το lobbing στην ΕΕ νομοθετικά και στο να υπάρχουν χρηματοδοτήσεις που θα δωσουν δουλεια σε όλο τον κλάδο 

2ο  η ΠΕΕΓΕΠ ξεκινησε δουλεια στα υπουργεία αλλα είναι επείγον να ενταθεί ωστε να προετοιμαστουν τα σχέδια από πλευρας της Ελλαδος αλλά και στο ποιά θα είναι η κατευθυνση τους (χρηματοδοτικά να μην παν παλυ στους 5-6 μεγαλους)

Στις 26 και 27 Μαρτίου 2026, πραγματοποιήθηκε στις Βρυξέλλες η 5η συνάντηση της ομάδας εμπειρογνωμόνων για τον Κανονισμό της ΕΕ για την Αποκατάσταση της Φύσης. Συμμετείχαμε σε αυτήν τη συνάντηση, μαζί με εκπροσώπους των εθνικών κυβερνήσεων των κρατών μελών της ΕΕ, εκπροσώπους ευρωπαϊκών θεσμικών οργάνων και ενδιαφερόμενους φορείς από ενώσεις και ΜΚΟ.

Η διαδικασία εφαρμογής του Κανονισμού προχωρά με γοργούς ρυθμούς. Από την πλευρά της Ευρωπαϊκής Επιτροπής, λάβαμε σχόλια σχετικά με τις δράσεις που αναπτύσσονται αυτή τη στιγμή. Μεταξύ άλλων, σύντομα θα υπάρξει έκθεση σχετικά με την απαραίτητη χρηματοδότηση για την αποκατάσταση της φύσης στα διάφορα οικοσυστήματα. Για παράδειγμα, στο αστικό κεφάλαιο, το έργο της Ευρωπαϊκής Επιτροπής κατά την προηγούμενη περίοδο επικεντρώθηκε στη μέθοδο συλλογής δεδομένων και στον προσδιορισμό των αστικών περιοχών που θα πρέπει να συμπεριληφθούν στα εθνικά σχέδια αποκατάστασης. Οι εθνικές κυβερνήσεις ανέφεραν κατά τη διάρκεια της συνάντησης την κατάσταση της σύνθεσης του εθνικού σχεδίου αποκατάστασης. Πρέπει να υποβάλουν το προσχέδιο στην Ευρωπαϊκή Επιτροπή τον Σεπτέμβριο του 2026. Τα περισσότερα κράτη μέλη της ΕΕ έχουν συστήσει ομάδες εργασίας ανά οικοσύστημα (στις οποίες συμμετέχουν ορισμένοι από εσάς σε εθνικό επίπεδο) ή/και έχουν πραγματοποιήσει μια πρώτη δημόσια διαβούλευση. Τον Απρίλιο/Μάιο, διάφορα κράτη μέλη ξεκινούν δημόσια διαβούλευση σχετικά με το προσχέδιο του εθνικού σχεδίου αποκατάστασης. Αυτή είναι η στιγμή για να λάβετε υπόψη το εθνικό σχέδιο και να δώσετε τα σχόλιά σας και τις προτάσεις σας. Εάν χρειάζεστε βοήθεια εδώ, ενημερώστε με.

Ικανοποιητικά επίπεδα

Εκτός από τις ενημερώσεις σχετικά με την κατάσταση, συζητήσαμε τη μεθοδολογία αξιολόγησης των (προσχέδιων) εθνικών σχεδίων αποκατάστασης και την προσέγγιση για την υποχρέωση υποβολής εκθέσεων τριών/έξι ετών. Με βάση αυτήν τη μεθοδολογία και την υποβολή εκθέσεων, παρακολουθούμε την πρόοδο των δράσεων αποκατάστασης και τα αποτελέσματα. Επίσης, πολύ σημαντική ήταν η συζήτηση στην ομάδα εμπειρογνωμόνων σχετικά με το κατευθυντήριο πλαίσιο για τα ικανοποιητικά επίπεδα. Πώς καθορίζουμε, για παράδειγμα, στην αστική περιοχή ποιο θα είναι το ικανοποιητικό επίπεδο; Ο Ευρωπαϊκός Οργανισμός Περιβάλλοντος παρουσίασε διαφορετικές προσεγγίσεις για τις οποίες θα παράσχω επιπλέον πληροφορίες από την πλευρά μας τις επόμενες ημέρες.

Επισήμανση και σύνδεσμος

Ανατρέχω με μεγάλη εκτίμηση σε αυτή τη συνάντηση της ομάδας εμπειρογνωμόνων. Τα θέματα της ημερήσιας διάταξης είχαν προετοιμαστεί πολύ καλά από την Ευρωπαϊκή Επιτροπή και υπάρχει κάθε περιθώριο για συζήτηση. Στο περιθώριο της συνάντησης, είχα την ευκαιρία να μιλήσω με διάφορους εκπροσώπους εθνικών κυβερνήσεων για να τονίσω την υποστήριξή μας στα πολεοδομικά σχέδια και να δημιουργήσω σύνδεσμο για επικοινωνία με τις εθνικές μας ενώσεις.

Επιστολή προς την Επίτροπο Roswall και τις Επιτροπές του Ευρωπαϊκού Κοινοβουλίου

Είναι καλό να γνωρίζετε ότι στειλαμε πρόσφατα επιστολή στην Επίτροπο Roswall και στις Επιτροπές Περιβάλλοντος και Γεωργίας του Ευρωπαϊκού Κοινοβουλίου για να εκφράσουμε την ανησυχία  σχετικά με το επερχόμενο Omnibus για το Περιβάλλον. Στόχος αυτού του Omnibus είναι η απλοποίηση αρκετών κανονισμών της ΕΕ για το περιβάλλον. Διάφοροι ενδιαφερόμενοι φορείς έχουν ήδη ανακοινώσει στην έκκλησή τους ότι ο Κανονισμός της ΕΕ για την Αποκατάσταση της Φύσης θα πρέπει επίσης να συμπεριληφθεί. Παρόλο που η Ευρωπαϊκή Επιτροπή δεν έχει προς το παρόν καμία πρόθεση να θέσει τον Κανονισμό για την Αποκατάσταση της Φύσης στο πλαίσιο του Omnibus, είναι καλό να εκφράσουμε ένα θετικό μήνυμα σχετικά με τον κανονισμό και την υποστήριξή μας προς την Ευρωπαϊκή Επιτροπή στην περαιτέρω εφαρμογή του. Η επιστολή προς την Επίτροπο Roswall επισυνάπτεται σε αυτό το μήνυμα προς ενημέρωσή σας.

Dear Madam, Dear Sir,

 

On March 26^th and 27^th, 2026, the 5^th meeting of the expert group on the EU Nature Restoration Regulation took place in Brussels. I took part in this meeting, together with representatives of the national governments of the EU-member states, representatives of European institutions and stakeholders from associations and NGO’s.

 

The implementation process of the Regulation is running full speed. From the side of the European Commission, we received feedback on the actions they are working on right now. Amongst others, there will be a report soon on the necessary funding for nature restoration in the different ecosystems. In for example the urban chapter, the work of the European Commission in the past period was focussed on the method of data collection and the determination of the urban areas that should be included in the national restoration plans. The national governments reported during the meeting on the status of the composition of their national restoration plan. They must submit the draft version to the European Commission in September 2026. Most of the EU-member states have installed working groups per ecosystem (in which some of you are involved at national level) and/or held a first public consultation. In April/May, different member states open a public consultation on their draft national restoration plan. This is the moment for you to take notice of the national plan and to give your feedback and recommendation. Satisfactory levels
Besides updates on the status, we have discussed the methodology of assessing the (draft) national restoration plans and the approach for the three-/six year reporting obligation. Based on this methodology and reporting, we keep an eye on the progress of restoration actions and the results. Also very important was the discussion in the expert group on the guiding framework for the satisfactory levels. How do we determine in for example the urban area what the satisfactory level will be? The European Environment Agency presented different approaches on which I will deliver additional input from our perspective in the coming days.

 

Highlight and link
I look back with great appreciation to this expert group meeting. The topics on the agenda were very well prepared by the European Commission and there is every room for discussion. In the sidelines of the meeting, I had the opportunity to speak with different representatives of national governments to highlight our support for the urban plans and to make the link for contact with our national associations.

 

Letter to Commissioner Roswall and Committees European Parliament
Good for you to know is, that I have recently sent a letter to Commissioner Roswall and the Environment and Agriculture Committees in the European Parliament to express concern about the upcoming Environment Omnibus. The aim of this Omnibus is to simplify several EU-regulations on environment. Different stakeholders have already announced in their plead that the EU Nature Restoration Regulation should also be included. Although the European Commission has at this moment no intention to put the Nature Restoration Regulation under the Omnibus, it is good to express a positive message about the regulation and our support for the European Commission in its further implementation. The letter to Commissioner Roswall is for your information attached to this mail.
