It might be the reason that since you have so many cores they get downclocked. But borderlands is single cpu game and thus will use total of 1 cpu only. Problem is that 1 cpu usage divided by 12cores will make windows think that more cpu power it not needed thus reducing clock speed. Setting windows power management to high performance of disabling cool 'n quiet in bios or whatever opteron cpus use for automatic cpu speed change should fix the performance issues.

June 23, 2012 - 04 Update Version 04 is now available in the downloads section. This update contains a few minor bug fixes and two new features: independent control over the volume of each cloud in dB (using the b key and numerical entry...think of it as "b" for "bel") and the capability to toggle between full screen and windowed modes (using the "o" key). You can also move your vantage point around using the arrow keys, which can be helpful in windowed mode.
Obviously all games stop being updated at some point, not everything is a live-service style game and developers do move on. Still, missing entire updates and DLC is ridiculous. We have no idea if this is due to Gearbox Software, 2K or Aspyr Media directly and we likely never will as these sorts of deals are never made public.

American Indians, as a result, emerge in the collection as some of the region's most important and powerful groups. A persistent theme throughout the essays, then, is that as long as the region remained contested, power within these borderlands tended to reside with locals and thus emanated from the bottom up rather than the top down.
