Virginia HB661

Virginia had a good opportunity to improve cycling with HB661, which would have:

• Legalized the "Idaho stop"
• Allowed proceed-on-walk at intersections controlled by traffic lights
• Permitted riding two abreast in certain reasonable circumstances

The House of Delegates approved it. Unfortunately, the Senate's Finance and Appropriations Committee voted to continue it next session, meaning it's dead for 2026, and at the very least must be submitted for another vote by both the House and Senate in 2027.

All 14 members of the committee voted in favor of continuing it. If your senator is on the list below, I urge you to write them, expressing your disapproval and asking them to explain their rationale.

Thank you for posting this, Steve.  The Virginia Bicycling Federation board is still trying to understand the behind-the-scenes shenanigans that led to this vote on the second-to-last day of committee hearings.  In retrospect, not having a companion Senate bill, which would have been heard in the Senate prior to Crossover, made HB661 more susceptible to this 11th-hour action.
