Joining requirement

Dear prospective members;

When you apply to join this group you are required to state your reason for joining. If you don't state a reason for joining your application will be denied. 

We do this to reduce spamming and scamming. 

I just denied two new members because they didn't list a reason for joining.

Or non-members can "lurk," but only members can post?
