I like the durability of the PE closed cell foam and it's flexibility too. In the V berth I replaced the original oak veneer with PE foam covered with Naugahyde. It looks good and is easy to clean. So far I've only covered the Port side and the Starboard side is bare PE foam for the last year. It looks good too. I expect to Naugahyde it this coming spring. 
The is a thin Styrofoam insulation that is about 1/4" thick. I think it's flexible enough to conform to the curves in the hanging locker. You could use two layers. You could glue a covering material to it.

I can’t help on the shelving project, I kept mine hanging after installing the AC duct to the v berth. 
But for insulation, whatever you use, make sure you don’t leave any space behind the insulation. Moisture will get trapped and cause mold

Thanks.  I wasnt sure stuff like that would work on polyethylene foam.
