Scott and I got the PKI security working nicely.

You can now register your public keys on the pearfarm.org site via
your account. The keys need to be in a certain format, use "pearfarm
keygen" to get the proper info to copy/paste.

The "deliver" task now uses PKI signing to ensure only authorized
users are uploading files to their channels. We are signing a SHA1
hash of the package.tgz file and making sure that it was signed by an
authorized user for that channel before accepting.
