tek box - what is it?

i bought this at goodwill, hoping to find a network terminal.
it is a white box approx 16" wide x 14" deep x 2" tall.
an FCC label on the bottom identifies Tektronix as the maker.
back panel has connections for, (left to right):
PS2 female with keyboard icon
PS2 female with 3-button mouse icon
DB9 female labeled "DISPLAY"
BNC male with crt icon
120VAC outlet labeled AUX OUTLET, 5A Max
120VAC input labeled COMBINED MAINS 7.5A
120VAC switch
also has 2 unused knockouts with crt icons labeled PORT 0 and
PORT 1. inside are two boards and powersupply. the little board,
about 1-1/2"x5", carries the BNC connector and a few small parts.
the larger board, about 8x11", carries all the other backpanel
connectors and all the interesting components:

OK. assuming that the DB9 implied an old PC-style TTL monochrome
display, i dug one out of the graveyard and hooked that up with the
obvious keyboard and mouse. applying power does nothing, nada.
no smoke, no beeps, no nothing.

So, what is it, and what type of display does it take?

I'm guessing it basically is a network terminal. It sounds like a
rather old X-Terminal. Who knows what kind of a Monitor it drove,
I don't think I've seen a Tek monitor with a standard connection.

The downside being I'm guessing it expects to boot off of a computer
on the network. Though it might have an internal boot ROM.
