Lower Cost Internet Connection?

Are there any less expensive internet connection options that others
have found in the Portland area? I've had a Comcast high speed cable
connection for the past several years. The service is fine but I'm
getting tired of the paying ~$55/month. I'm rarely home and it seems
like a lot for occasionally checking my e-mail. I'd probably be happy
with a 128Kb/s connection. I called Comcast and their only solution
was to offer to bundle video and phone services (more money not less).
Verizon advertises some lower speed, less expensive DSL connections but
when I called Verizon the rep said I had to have a home phone
connection with them. I'm happy with just having a cell phone now. If I
add in a home line, you are back to ~$55/month.

Other than stealing my neighbor's high speed Wi-Fi, are there any legal
options for a less expensive connection?
