This came with a factory ordered new Dell PC.

The PC is long gone, but the Re-installation CD is still here...AND
I'll throw in some CDs: drivers, utilities and applications for Dell
PCs.

The envelope is sealed, but I doubt there is a product key inside.

You might need to find your own valid oem product key on the
Internet.

To re-iterate: this is NOT an XP INSTALL CD, it is a Windows XP Re-
installation CD from Dell.

Don't know the difference? Research it yourselt on the web before you
buy.
