Please review changes for the next stable release

I'd like to ship a new stable release soon. We've had a lot of work put in and it's ready to ship. I'd like to get it out by Friday afternoon.

Can someone please review the text I wrote describing the changes? The goal is to make this text comprehensible to those running Calagator instances, without getting so verbose that it's tedious to read:

You can also see the entire document at the link below. You will note that it starts with a "Key" section that explains all the special prefixes, like "[MIGRATION]", so I don't have to re-explain things:
