Responded to her off-list (because she also contacted ad...@epdx.org) suggesting either sponsoring Stumptown Syndicate or sponsoring groups directly and offering more information about both. Hopefully this will end up helping some groups out. :)

Thanks for your interest. In addition to what Reid said, I recommend
that you look at http://calagator.org to find meeting relevant to your
industry focus and attend them. You'll find these meetings very useful
for learning more about issues people find important and how they talk
about them. Do not just interrupt to talk about job openings or begin
sending these to their mailing list, but instead ask whomever is
running the meeting about how you can sponsor and how they prefer you
to announce jobs and gigs.
