Isometric maps

Hi there, does anyone recall an artist / cartographer that created isometric maps of cities. I recall meeting this gentleman once and he showed a number of maps he created by hand, many of them in an obscure city in Russia. I recall his name was something like two first names like John Paul or Paul John. Ring a bell anyone? Just trying to find his work for some inspiration.
