I think the main reason for using a google group is that was started years ago when google groups had a lot of functionality (website, mailing list, etc) and even though google groups have lost a lot of functionality, we haven't been compelled to change it. So I guess inertia is one of the main reasons. We occasionally review this topic. We also run some mailing list on our pdxosgeo.org domain.
The PDX bid budget reflects all net income going to OSGeo and I think that everyone on the LOC is aware that it is the primary OSGeo funding source.
