This is likely because the URL is incorrect or the incorrect document information is being returned from the server. See https://groups.google.com/d/msg/pdfnet-webviewer/EjT0LnHT8Qs/SC-Ha9YP-noJ
Check the HTTP response from the server to make sure that the correct information for the document is being sent.
