Update: PDFLattice 2019 White-paper

Dear PDFLattice Folks,

The latest PDFlattice 2019 White-paper is attached,
and all the chapters are developing quite well.

This will be a valuable resource for the community for
not only the collinear PDFs, but also the GPDs and TMD PDFs
which are of particular interest to the very active EIC project.

The detailed time-line is below. Our goal is to finalize the draft
by the end of April, and then turn over to the chapter editors
to "harmonize" the text and ensure consistency throughout the document.
RMP is expecting the final document for review in June.

There are a few sections that need some work; if you would like to provide
"reinforcements" on these areas, please check with the chapter editor:
   Ch2: PDFs: Emanuele
   Ch3: GPDs: Martha
   Ch4: TMDs: Michael E., Huey-Wen

 * OverLeaf edit permissions removed
 * Changes past this date must be done by chapter editor

MAY:
 * Chapter editors "harmonize" style and content of document
 * corrections and suggestions welcome; editors will implement
 * Compile author list

JUNE:
 * Post to ArXiv
 * Send to RMP for review
