I want to use myself libjpeg.a neither the system jpeg library nor the libjpeg_turtor in the third_party folder. How should I do

Your question boils down to writing a GN build config where the pdfium
build target depends on a different target than the existing
//third_party:jpeg target. How to specify a pre-built .a file in this
new target is a question for the gn-dev@ mailing list.
