How to create a pdfium dll?

I am following the build instructions at https://pdfium.googlesource.com/pdfium/. It works fine. However, I get a bunch of test executables.

Is there a way to build PDFium as a dll? So I can link to it form my C++ project?

Can you link to the .lib files in out/{Debug,Release}/obj instead?
File a bug on https://bugs.chromium.org/p/pdfium/issues/list for a DLL
build target?

PDFium used to build as a dll, didn't it?

Chrome bundled a pdf.dll at one point, but PDFium itself never built as a DLL.
