What steps will reproduce the problem?
1. Open attached pdf in Chrome
2. Open attached pdf in Acrobat

What is the expected output? What do you see instead?
Graphic 1 front, Graphic 2 mid, Graphic 3 back as per Acrobat
Chrome shows Graphic 3 front, Graphic 2 mid, Graphic 1 back.

What version of the product are you using? On what operating system?
Chrome Version 86.0.4240.111 (Official Build) (x86_64) Mac
Confirm issue also exists in Mac Opera and Edge and Windows Chrome and Edge.

Please provide any additional information below.
This issue came to light in a complex Interactive PDF. The attached pdf shows the issue in its most basic form.
The pdf consists of three separate button fields with no actions assigned to them.

Okular, Acrobat, mac Preview all have the same rendering result before taking actions towards the buttons.
The buttons were listed in the PDF in the order of "GRAPHIC 3", "GRAPHIC 2", "GRAPHIC 1". If the all the buttons get rendered in the listed order, we should be expecting a rendering result just like Acrobats (With "GRAPHIC 3" at the bottom).
