Just as we have unit tests to cover functional regressions, we should perform regular automatic benchmarks to cover performance regressions.

One example of an issue this kind of testing might uncover is the Clang bug reported in chromium:1067111.

The data should be reported to a dashboard, so we can view performance changes over time. It might also be nice to parameterize this by feature configurations (for example, AGG vs. Skia), so we can easily see where the gaps are over time.

One inspiration might be arewefastyet.com (which tracks JavaScript performance across common browsers). The Chrome Speed team also has some documentation at https://chromium.googlesource.com/chromium/src/+/master/docs/speed/README.md.
